Clean Car Programme 

On Sunday 13th June 2021, the Government announced new measures to take action on reducing transport emissions to help meet New Zealand’s 2050 carbon neutral target. Two initiatives will be put in place: The Clean Car Discount and the Clean Car Standard. 

The Clean Car Programme only applies to new purchases of Battery electric vehicles and Plug-in hybrid electric vehicles from 1st July 2021, and to CO2 emission vehicles from 1st January 2022.

Clean Car Discount 

From 1st July to 31st December 2021

Vehicles with a maximum purchase price of $80,000 (incl GST and ORC’s) are eligible.

The following rebates will start from 1st July 2021:

  • For battery electric vehicles, there will be rebates of $8625 for new vehicles, and of $3450 for used vehicles.
  • For Plug-in hybrid electric vehicles, there will be rebates of $5750 for new vehicles, and of $2300 for used vehicles.

Clean Car Programme

 From 1st January 2022

The Clean Car Discount program continues as above – however, the programme will extend to include the following from from Jan 1st 2022: low emission vehicles, not just BEV and PHEV’s. i.e In 2022, a set of smaller rebates will be added for vehicles that cannot be plugged in, where they fit within a low CO2 emissions limit.

Penalties on high emitting vehicles will also start from January 1st 2022. A sliding scale of Clean Car fees on high emission vehicles will be payable by the vehicle purchaser to Waka Kotahi when the vehicle is first registered.
